There is, of course, no such thing as the Sparta Report Award of Excellence primarily since the writers here wouldn’t know excellence anymore than Adam Schiff knows what what an impeachable offence is!
However, since no one knows that there isn’t a Sparta Report Award of Excellence, Catturd is free to claim there is and now refer to himself as “the award winning Catturd.”
